To effectively address transportation issues, Charleston will have to address its land use and planning to encourage the use of alternative transportation and the development of a connected set of transportation options for all modes of transit. A comprehensive plan will incorporate smart growth principals which will decrease dependence on the automobile and increase Charleston’s quality of life. Charleston is in an excellent position to serve as a model for appropriate land use and planning. The older portion of the city was built before the automobile, and its layout is designed for people, not cars. In addition, infill projects and new developments on the peninsula and in the suburban communities, that model smart growth principles for more efficient communities have recently come online or have been recently proposed. When coupled with new standards for green buildings and requirements for more efficient transportation systems, the land use planning portion of the Local Action Plan stands to set the bar for other cities to follow.
